Apple has seeded it’s second beta of the iOS 4.3 and this build (8F5153d) is only meant for developers. Only registered users can enroll in iPhone Developer Standard or Enterprise Program and access these beta version by signing into Apple Developer Center.
Previously the Beta 1 of iOS 4.3 brings a number of features including new Multi-Touch gestures for iPad, improved AirPlay capabilities, iAd full screen banners, and HTTP Live Streaming statistics.
Now the iOS 4.3 Beta 2 now available for download from the iOS Developer Center.
